LEGAL NOTICE
The Luzerne/Schuylkill Workforce Investment Board, Inc., also known as Luzerne/Schuylkill Workforce Development Board (L/S WDB), a 501©3 private non-profit, is seeking proposals to serve as the One Stop Operator (OSO) as defined by the Workforce Innovation and Opportunity Act (WIOA) for oversight of the L/S WDB’s three (3) comprehensive PA CareerLink® centers located in Luzerne and Schuylkill Counties. The chosen entity will be empowered by and accountable to the L/S WDB. The OSO’s role will be distinct from the roles of the direct service providers at PA CareerLink® sites. Those partner organizations that contribute to the operations of the region’s PA CareerLink® centers through the One-Stop Operating Budget and Memorandum of Understanding (MOU) will indirectly come under the guidance of the OSO through the local PA CareerLink® center’s Sight Administrators who will provide functional supervision at locations in Hazleton, Pottsville and Wilkes-Barre, PA. This solicitation covers four program years from 7/1/25 to 6/30/29.
