RESPONSIBILITIES OF THE BOARD

  • The Local Board in partnership with the chief elected official(s) shall develop and submit a comprehensive 5 year local plan consistent with the State plan to the Governor.
  • The Local Board, with the agreement of the chief elected official(s) shall designate or certify Team Pennsylvania CareerLink operators and may terminate for cause the eligibility of the Team Pennsylvania CareerLink operators.
  • The Local Board shall identify eligible providers of youth activities by awarding grants or contracts on a competitive basis, based on the recommendations of the Youth Council.
  • The Local Board shall identify eligible providers of training services for adults and dislocated workers.
  • The Local Board shall identify eligible providers of intensive services for adults and dislocated workers and award contracts for intensive services if the intensive services are not provided by the Team Pennsylvania CareerLink operator.
  • The Local Board, in partnership with the chief elected official(s), shall conduct oversight of local programs of youth, adult, and dislocated worker activities authorized under the Workforce Investment Act and the Team Pennsylvania CareerLink delivery system.
  • The Local Board, in partnership with the chief elected official(s), will negotiate and reach agreement with the Pennsylvania Workforce Investment Board on behalf of the Governor on local performance measures.
  • The Local Board shall assist the Department of Labor and Industry in developing a statewide employment statistics system.
  • The Local Board shall coordinate the workforce investment activities authorized under the Workforce Investment Act with local economic development strategies including those of Team Pennsylvania and develop other employer linkages with those activities.
  • The Local Board shall promote the participation of private sector employers in the statewide workforce investment system. It will ensure the private sector participation through the connecting, brokering, and coaching activities, through intermediaries such as the Team Pennsylvania CareerLink operator or through other organizations, to assist employers in meeting hiring needs.
  • The Local Board should enter into an agreement with the chief elected official(s) clearly detailing the partnership between the two entities for the governance and oversight of activities under the Workforce Investment Act.
  • The Local Board in cooperation with the chief elected official(s) for the local area will appoint a Youth Council as a subgroup of the Local Board responsible for recommendations to the Local Board concerning youth programs/issues.
  • The Local Board shall develop a budget for the purpose of carrying out the duties of the Local Board. The budget must also be approved by the chief elected official(s).
  • The Local Board may employ staff and/or utilize other options for carrying out these responsibilities.
  • The Local Board may solicit and accept grants and donations from sources other than Federal funds made available under the Workforce Investment Act.
  • The Local Board may not provide core services or intensive services through a Team Pennsylvania CareerLink system or be designated or certified as a Team Pennsylvania CareerLink operator unless an agreement is reached between the chief elected official(s) and the Governor.

Sunshine Provision – The Local Board shall make available to the public, on a regular basis through open meetings, information regarding the activities of the Local Board, including information regarding the local plan prior to submission of the plan, and regarding membership, the designation and certification of Team Pennsylvania CareerLink operators consistent with the State plan, and the award of grants or contracts to eligible providers of youth activities, and on request, minutes of formal meetings of the Local Board.
